Submissions are now closed for the Early Works Review of Environmental Factors
The Rouse Hill Hospital project’s Early Works Review of Environmental Factors (REF) is open for public exhibition.
Health Infrastructure (HI) is proposing early works at the site of the new Rouse Hill Hospital on the corner of Commercial and Windsor roads. As part of this process, a REF has been prepared to assess the works impacts:
- Tree removal
- Aboriginal cultural artefact salvage
- Construction of a temporary access road to facilitate construction access into the site, with access from Commercial Road
- Excavation and earthworks
- Stormwater system including pits and pipes and installation of an on-site detention (OSD) tank
- Site sheds and amenities, at-grade contractor and visitor parking
- Services connections relating to these works
A planning application for these early works is now on public exhibition until 11.59pm on 29 August 2025.

The submissions received will be used to finalise the details of the design.
The project team appreciates the valuable time and input provided by staff, stakeholders and the community into the design process for the new Rouse Hill Hospital.
