The NSW Government has committed $550 million for a new clinical services building, additional parking and other enhancements on the Fairfield Hospital site. The project also includes additional funding of $80 million from the Australian Government for expanded emergency department facilities, delivering a total commitment of $630 million.

Subject to planning approval, the first stage of construction is planned for early 2026 and will include a range of early works to prepare the site for redevelopment, including expansion of existing car parks.

The works are required to facilitate future expansion of the hospital by providing additional car parking spaces, enabling the maintenance of current levels of car parking during the redevelopment works. Refer to the map and FAQs below for more information on the scope of works.

These early works will be followed by the construction of the new multi-storey car park and then the new clinical
services building (subject to future planning approvals).

To support the commencement of this first stage of construction, an Early Works Review of Environmental Factors (REF) application has been prepared and is now on public exhibition in accordance with the relevant provisions of the Environmental Planning and Assessment Act 1979 (EP&A Act), the Environmental Planning and Assessment Regulation 2021 (EP&A Regulation) and State Environmental Planning Policy (Transport and Infrastructure) 2021 (TI SEPP).

The REF assesses key components of the planned works, including:

  • site establishment and preparation including earthworks
  • Aboriginal cultural artefact salvage works if required
  • how construction vehicles enter and exit the site
  • tree removal and landscaping (including tree replacement)
  • site sheds and amenities, at-grade contractor and construction site visitor parking
  • services connections relating to early works.

Environmental Impacts FAQs

The Fairfield Hospital site is located at 342-376 Prairie Vale Road, Prairiewood, within the Fairfield City
Council Local Government Area.

The works in this application include:

  • Clearing and minor excavation of existing grounds
  • Construction of new retaining walls and foundations for on-ground car parking
  • Removal of any services in the ground, such as pipes and cables
  • Remediation, which means removing any site contamination or hazardous materials if any are found
  • Laying asphalt for the new car park surface
  • Footpaths, landscaping, lighting, signage and line marking
  • Installing a new boom gate.

Early 2026, pending planning approval.

Works to expand existing car parks will take approximately 4 months, weather and site conditions permitting. Please note that further work will be required for construction of the planned multi-storey car park and new hospital building being delivered as part of the Fairfield Hospital Redevelopment project.

Construction hours are:

  • Monday to Friday, 7am to 6pm
  • Saturday, 8am to 1pm

Night works may be undertaken to minimise impacts associated with road closures. Impacted stakeholders will be informed of any planned after hours works prior to works commencing.

Construction vehicles will access the site from Prairie Vale Road via existing road access. A traffic controller will manage site access.

Approximately 30 construction workers may be on site at any given time, depending on current works.

A range of equipment will be required to carry out the car park extension works, including hydraulic hammers, jackhammers, excavators, vibrator rollers, dump trucks, and bulldozers.

The Review of Environmental Factors (REF) application includes measures to minimise waste, avoid fossil fuel and source responsible building materials. Please refer to the supporting documents for detailed information.

Some trees will need to be removed but they will be replaced as part of the hospital’s landscaping plan later in the project.

This includes focusing on local tree species, trees which do well in hotter conditions, and trees which can provide shade.

Cumberland Forest trees in the biodiversity areas are protected and will be preserved.

No Aboriginal artefacts have been found to date, but if they are found during investigation and excavation works, artefacts will be managed in accordance relevant legislation, in consultation with Aboriginal stakeholders.

Site offices, amenities, materials storage and limited construction vehicle parking will use existing facilities or will be established within the site. These facilities will be connected to services.

Limited parking for construction vehicles will be provided in a site compound. The majority of construction workers will be required to park off site. There will be no impact to availability of existing public and staff parking.

Other factors

These works are expected to marginally increase traffic on local roads due to truck movements and workers arriving and leaving the site.

Additionally, the footpath on Prairie Vale Road may require temporary closure or redirection at times.

To minimise disruption, these works would be scheduled outside of peak traffic hours.

Overall local intersection performance is expected to remain similar to current levels.

Traffic changes will be carefully managed through traffic control measures, warning signals, and scheduling of road closures to occur at the least disruptive times.

Limited construction vehicle parking will be provided on site due to the nature of the works.

School zones and drop-off areas will be preserved and traffic controllers will be in place to manage access to construction areas.

Schools will be advised about any impacts to local roads and measures will be in place to quickly and effectively manage any unexpected issues.

Noise and vibration from these works may be noticeable at nearby properties.

The project team will undertake acoustic assessments and vibration surveys as required to assess the need for control measures during the work.

The works may generate dust at various times, and water sprays will be used when required to mitigate any impacts. Regular servicing of machinery and equipment will also minimise the potential for odours or emissions.

Health Infrastructure is working with Sydney Water to ensure continued maintenance and operation of the stormwater system. As such, these works are not expected to impact on stormwater flows.

Waste will need to be removed from the site and may be reused on other construction sites or disposed of at appropriately licensed facilities.

We recognise that the Fairfield local government area is a busy and growing city centre. Health Infrastructure is working with other NSW Government agencies and local government to minimise cumulative impacts wherever possible.

Community consultation helps us manage local issues and reduce the impact on the local community.

Since 2023, we have spoken to more than 700 hospital visitors, staff, community members and other stakeholders, and heard from more than 500 people through our master plan survey.
