We would like to hear your thoughts on the Thoroughbred Racing Act 1996.
The NSW Government has appointed the Hon Brad Hazzard to lead an independent review of the Thoroughbred Racing Act 1996 (TR Act).
The TR Act provides for the establishment, management and functions of Racing NSW as the representative body to control thoroughbred horse racing in the State.
The review’s purpose is to assess whether the terms of the Act remain appropriate to ensure the integrity and proper regulation of thoroughbred racing in NSW and to support the industry’s development and sustainability.
This is your opportunity to comment on any issue within the review’s scope, as set out in the Terms of Reference. This includes governance structures and processes and stakeholder consultation measures established under the TR Act. We are also interested in hearing about how well the TR Act supports initiatives to ensure the industry’s sustainability and viability, including in regional NSW.
The review is seeking feedback on the following matters in relation to the Act:
- Governance structures and processes
- Transparency and accountability requirements
- Stakeholder consultation and participation mechanisms
- Initiatives to support the long-term sustainability and viability of the industry, including regional NSW
- Animal welfare and participant health and safety
This review’s scope does not include provisions of the TR Act that:
- Establish Racing NSW as a body corporate that is independent of government (Sections 4 and 5 of the TR Act)
- Relate to thoroughbred racing industry funding arrangements (such as totalizator distribution arrangements in Division 3 of Part 2A). Racing industry funding arrangements are governed by various legislation, commercial agreements and regulatory frameworks
