In February 2025, the Department of Climate Change, Energy, the Environment and Water (DCCEEW) opened public consultation on the proposed approach to implementing an Emergency Backstop Mechanism and Consumer Energy Resources (CER) Installer Portal.

The Emergency Backstop Mechanism aims to support the temporary limiting of rooftop solar exports and/or generation during rare emergency events like periods of high solar generation and very low electricity demand. This will help maintain grid stability and prevent blackouts.

The NSW Government received 28 submissions from a wide range of stakeholders, including distribution network service providers, market bodies, industry groups, retailers and consumer representatives.

A consultation report captures stakeholder submissions and the NSW Government’s response to key issues. This is available on the NSW Climate and Energy Action Website.
