Spatial Services is developing a mandated governance framework for the NSW Spatial Digital Twin.
The policy framework will provide consistent guidance to ensure data exchange, quality and usability for the 3D enablement of spatial datasets used in the NSW Spatial Digital Twin. The policy framework provides data governance on how spatial information should be integrated into the NSW SDT using a series of spatial information directions (SIDs).
Spatial Services requires feedback from stakeholders on the SIDs to determine additional inclusions or potential exclusions. This feedback will help design an NSW Government, fit-for-purpose policy.

There are five documents that form part of the draft policy framework. These are identified as Spatial Information Direction (SID) 100 (key document for feedback), SID 101, SID 102, SID 103 and SID 104.
Below is a brief overview of each document:
Is the Directions document that contains an overarching policy statement which answers:
- Why does NSW need an all of government NSW Spatial Digital Twin (SDT)?
- Why is a policy framework critical for the NSW SDT’s success?
It contains a series of best practice directions which provide guidance on obligations regarding the use of the NSWSDT.
Outlines the level of detail and minimum requirements of building information models (BIMs) and other 3D infrastructure models that are ingested into the NSW SDT. It also provides advice on the sharing of BIMs within the NSW SDT and defines the ‘all-of government’ requirements of 3D models used to depict the built environment.
Provides easy to understand advice to data custodians who are contributing information to the NSW SDT. It provides guidance on the processes used to capture and supply data, create and upload metadata, and the ongoing data custodian governance arrangements required to maintain information in this platform.
Provides a Decision tree to evaluate any data made available in the NSW SDT as ‘open’ or ‘shared’. This document provides guidance to data custodians to evaluate their data so that information is not misclassified and, in doing so, reduces the possibility of potential data breaches.
Outlines current approaches for spatially enabling information across NSW Government to ensure the quality and consistency of spatially enabled data and information.
Please read SID 100 (Key Policy documents) and answer the five related questions. You can then answer questions specifically for SID 101-104 or elect to submit answers for SID 100 and exit the survey.
