Better snow infrastructure for non-skiiers

NSW has ski resorts for skiiers and snowboarders, great. But I feel that this is a niche for people who want to ski and snowboard. What about people who have no interest in skiing or snow boarding but still want to see snow? In 2020, non-skiiers were completely shut out of the snow all together! We should have environmentally friendly infrastructure for non-skiiers who want to see snow, In the either new towns and/or integrated with existing ski resorts. Even upgrading roads (e.g. Brindabella Rd) and building infrastructure to serve those roads would be good! We don't need anything fancy or anything large, but infrastructure in the snow to serve non-skiiers would encourage more people to holiday in NSW instead of going overseas or interstate. Why should our snow fields be an exclusive area for those who ski? Why should those of us who can't afford to ski or just generally have no interest be excluded? The snow fields should be open to all, not just those who can afford to ski! Further, it'll encourage people to take winter holidays in NSW, rather than travelling away from NSW in order to escape from the cold. We don't need anything fancy, accommodation and a few shops/dining establishments would do in a way that could accommodate all the winter tourists and in a way that wouldn't damage the unique environment
