Clause 147 of the Gaming Regulation 2019 outlines the meaning of ‘metropolitan area’ to be comprised of the following government areas:

A country venue is defined under section 4 of the Gaming Machines Act 2001 to include any venue which is not located in a metropolitan area

Risk of gambling-related harm as determined by the Local Impact Assessment process, where high-risk Statistical Area 2s are classified as Band 3 (high risk). Other bands are Band 1 (low risk) and Band 2 (medium risk)

A cap is the maximum number of Gaming Machine Entitlements that are permitted in a geographical area, as determined by the Independent Liquor & Gaming Authority. The cap may vary from area to area, based on the banding determined by the Local Impact Assessment

A Local Impact Assessment assesses the likely impact of introducing additional gaming machines into a community. It is required for certain applications to increase a venue’s Gaming Machine Threshold
